Illegal Dumping

A recent study conducted by Keep Pennsylvania Beautiful (KPB) shows that investigating illegal dumping crimes is time-consuming and labor-intensive for both state and local governments, with each site costing $619 per ton for an average total of $2,947 to remediate.

Clearfield County is no exception as a 2010 Keep Pennsylvania Beautiful (KPB) illegal dump survey identified 112 dumpsites containing an estimated 324.25 tons of trash.

Items frequently found in these sites include construction and demolition waste, tires, and bulky items such as furniture, appliances and mattresses.

Unfortunately, many communities cannot devote people and resources to effectively deal with illegal dumping. As a result, dumpers do not fear prosecution and have no reason to stop their habits. As such in 1999, the Clearfield County Solid Waste Authority established an illegal dumping enforcement and clean-up program that was made available to local municipalities who wished to participate at no cost. Although financial resources have diminished over the years for these services, the Authority is still able to offer such service to our local municipalities at an annual cost of $500.  Currently 20 municipalities in Clearfield County participate. 

Since implementation of the program, the Solid Waste Authority has investigated over 2,180 complaints, which resulted in 6.7 million pounds of waste being removed and properly disposed of or recycled.  To learn more about participating in the Clearfield County Solid Waste Authority’s enforcement program or to report an illegal dump please call our office at (814) 765-5149.
